Chris J. Collins, owner of P.T.T.S. is recognized as a forward-thinking, innovative leader. Life-long learner and teacher - upwards, downwards, laterally. Government Ministries have recognized Chris' practical work as being best practices and models for other agencies throughout Ontario. Vast experience in the public safety branch resulted in being honoured by being the recipient of several awards and recognized as one of the industry's best. These honed skills assist in a current position where the change agent process has occurred through motivation and influence in improving outcomes via teamwork, collaboration, leadership and proper management with fiscal responsibility be maintained.

Chris is a life learner with continuing formal education, understanding the importance of constant learning and development. "Plans today for tomorrow's needs" - continuous. His formal education includes:

  • Doctorate in Business Management D.B.M

  • Masters of Law, L.L.M.

  • Masters in Emergency Management M.Sc. 

  • Bachelor of Science degree B.Sc.(Summa Cum Laude), in Criminal Justice

  • Several certifications provincially and through higher learning instititions


The Ontario government recognizes him as a C.M.M.I.I.I., a certified Force Science Analyst recognized expert in over 20 U.S. states and Canadian provinces. Over 25 personal, corporate risk identification and mitigation certifications, including Certification in Terrorism and Counterterrorism, Psychological Health and Crowd Management/Science. Member of O.A.C.P., O.A.C.U.S.A., I.A.C.L.E.A., N.T.O.A. and others. Recently certified as a Local FireSmart Representative.

His vast experience in both the Canadian Armed Forces military (Combat Medic-SSF) and a large Canadian police service with specialization as member, supervisor and commander of specialized units including Hostage Rescue Team, Crisis Negotiator, Training Bureau, Drug Bureau with accreditation as a Subject Matter Expert in Ontario Superior Court set him above other educators and trainers.
